摘要: 在大庆勘探管理实践中,重点强化勘探规划计划管理和勘探项目管理两大主体业务的管理。回顾了大庆油田勘探规划计划工作和勘探项目管理的发展历程,深入总结了大庆油田在勘探规划计划和勘探项目管理的成功经验。大庆油田始终把规划决策作为油气勘探最大效益的起点和最大风险的源头,重点抓好规划计划的目标确定、方案组织和成效评估三个工作环节。在总结回顾的基础上,提出了大庆油田"十二五"勘探规划设想和提高规划计划管理水平的六方面启示。勘探项目管理保障了勘探规划计划的有效实施。早期项目管理阶段通过"三个转变"促进了工作效率的显著提升、工程质量的大幅提高和资源储备的快速增长,使勘探步入了良性循环;实体项目管理,完善了适应市场经济发展要求的勘探项目管理机制,并突出勘探效益目标,将勘探效益贯穿项目管理全过程,并表明实施先进的勘探项目管理,既是科学勘探的要求,也是实现科学勘探的重要保障。

Abstract: Daqing exploration management lays emphasis on the management of exploration planning programs and the management of exploration projects. This paper reviews the history of exploration planning and exploration project management of the oilfield, and summarizes the successful experience of exploration planning and project management. Daqing Oilfield always takes planning decisions as the maximum benefit from oil and gas exploration and at the same time the source of greatest risk, focusing on the three links, i.e. target determination, program organization, and effectiveness evaluation. Based on the review and summary, the exploration planning assumption of the “12th Five-Year Plan” and the six inspirations to improve planning programs management are proposed. The management of exploration projects enables the exploration planning programs to be implemented effectively. The “three changes” of the early stage of project management improves the efficiency remarkably, enhances the projects, and increases resource reserves rapidly. As a result, exploration is upgraded greatly. Entity project management makes the mechanism of exploration project management more perfect and be qualified for market economy development. Furthermore, the exploration benefit is highlighted and plays an important role in the whole progress of project management. It is indicated that the implementation of advanced exploration project management is not only the requirement of scientific exploration, but serves as an important guarantee for the fulfillment of scientific exploration.
